April 1, 2005 Arkansas State University - Jonesboro The April 2005 First Friday report was planned to provide information about outcomes of the 85th General Assembly of the Arkansas Legislature, which convened last January. Recent First Friday reports have given information about issues pertaining to ASU and to higher education that have come before the legislature. Unfortunately for the timing of this report, final resolution of those issues has not yet been reached by the legislature. A fuller report of outcomes and their effects will be included in a special First Friday report, which hopefully will be released later in the month. Of particular importance to ASU and constituents will be information regarding appropriations for the campuses. This funding allocation will drive many budgetary decisions for the next two fiscal years. The budget-building process, and all that stems from it, is being postponed until we can determine accurately what the state will provide toward our operational costs. The budget approval process, which begins on the campuses and culminates with approval by the Board of Trustees, will require careful work over a period of time that allows for review and consideration at several levels. We will begin that budgetary process as soon as fiscal resources are known. Other aspects of
campus operation that are created or modified by statute from the General
Assembly also will need to be reviewed and implemented with the new fiscal
year. As these statutes are produced in the last days of the session, the
permanent policy implications will be reported in subsequent First
