University Advancement offers
Continuing Legal Education series


The Office of University Advancement at Arkansas State University will present the next in a series of Continuing Legal Education seminars on Thursday, July 26, at the Huntington Building at 900 East Monroe St. in Jonesboro.

The 10 judges of the Second Judicial Circuit will participate in an afternoon panel discussion program, "Implementation of Administrative Order Number 14," in response to Amendment 80 which was adopted by the voters last November.

The judges participating in the panel discussion include the Honorable David Burnett, William Lee Fergus, John N. Fogleman, David R. Goodson, Victor Hill, David N. Laser, Graham T. Partlow, Howard Templeton, Rice VanAusdall and Ralph E. Wilson Jr. The Second Judicial Circuit includes Clay, Craighead, Crittenden, Greene, Mississippi and Poinsett counties.

Arkansas voters passed Amendment 80 (known on the Nov. 7, 2000, ballot as Amendment 3) to revamp Arkansas’ divided court system, merging law and equity in the circuit courts, and making judicial elections nonpartisan effective July 1. With the implementation of this new law, all state judges become circuit judges with jurisdiction over cases of both law and equity.

In the past, the types of cases heard were divided. Circuit judges heard civil cases of law and all criminal cases, while chancery judges heard civil cases of equity and divorces, guardianships and other domestic matters.

Administrative Order 14, issued by the Supreme Court of Arkansas on March 6, gave each judicial circuit the responsibility of forming a plan to redistribute caseloads, effective Jan.1, 2002.

The judges of the Second Circuit took into consideration the size of their district, with several county seats and courthouses dividing the judges’ time. They also took into account each judge’s area of expertise. The Supreme Court of Arkansas has outlined five subject matter jurisdictions for cases: civil, juvenile, probate, domestic relations and criminal.

Registration begins at 2:30 p.m., with the program to start at 2:55. The fee is $10, and two hours of CLE credit is available.
